The City of Fargo is in the midst of a debate over the use of special assessments as a revenue tool. Locally, Minot hasn’t used ‘specials’ to the same degree as many other North Dakota cities, but the special assessments for Minot’s downtown infrastructure project will be finalized soon. Do you support the City adding an administrative fee and interest points above the rate paid by the City and passing those costs through to property owners, and if so, to what degree?
