Today in Minot

Today is Tuesday, January 28th. The sun will rise on the 39th day of winter, and the 28th day of the year at 8:18 AM. We will see 9 hours 20 minutes of daylight before it sets at 5:38 PM.

Today is: Data Privacy Day, National Blueberry Pancake Day, National Gift of the Ladybug Day, National Kazoo Day, National Plan for Vacation Day

The Weather

Currently we have clear skies. The temperature is 33 degrees. The wind is 28 mph out of the West. With wind and humidity factored, it feels like 21 degrees. Today we are expecting partly sunny and windy conditions. The temperature will reach a high of 38°F with winds 25-30 mph out of the West.

On This Day

On this day there was ‘Pride’ in English literature, we were officially guarding the coast, and American watched as space exploration had a tragic set-back. In Minot, we were wondering if farmer’s needed education, the bears were out early or late, it was hard to tell, and were were all for conservation in the badlands.

Our cities have long been built for cars, not for people—and the skyline as well as the data is starting to show it. Rising rates of depression, diabetes, and other illnesses highlight the cost of environments designed without health in mind. But the tide is turning. Armed with cutting-edge neuroscience, researchers are mapping how buildings affect our minds and bodies. From Alzheimer’s villages to urban happiness metrics, cities are starting to prioritize well-being. If developers embrace this shift, we may soon live in spaces that heal rather than harm—places that nurture joy and health alike.

If you visit a fish camp in Manitoba, changes are coming. Starting in 2027, the province will ban the use of baitfish and leeches to protect its waters from invasive species and fish diseases. While the move is part of a broader conservation plan, it’s sending ripples through local businesses like Smoke N Fish, which expects losses of up to $400,000. Anglers can still use nightcrawlers and artificial bait, but this shift underscores a growing urgency to balance fishing traditions with protecting vital ecosystems.

Keith White’s story stands at the intersection of human judgment and algorithmic prediction. Arrested in Kentucky, he faced charges that could have left him in jail simply because he couldn’t afford bail. This scenario plays out daily across the U.S.: judges must decide who waits for trial at home and who stays behind bars. Algorithms, trained on vast data, offer predictions to aid these decisions. But as economist Alex Albright notes, when combined with human discretion, these tools can shift the delicate balance of justice.

In Fargo, the level of observed homelessness is driving action. Local leaders have taking up the issue and are tackling it head-on. Linda Gibbs, a pro bono expert from Bloomberg Associates, believes the city has the power to make homelessness rare, brief, and non-recurring. Her work with local leaders highlights the importance of linking housing, mental health, and services to meet the challenge. A new services hub, the Red River Community Center, will soon open as a 24/7 facility to serve those in need while supporting downtown’s vitality.

Why does this matter in Minot? While you may not see it, the problem is here, too. And if Fargo develops a successful model, we should be ready to follow it where we can. Get the full story from Melissa Van Der Stad writing for Inforum.com.

State governments are starting to navigate the AI frontier, blending excitement with cautious experimentation. From chatbot-assisted customer service to tools streamlining housing processes, AI promises big payoffs—but not without risks. Leaders are grappling with data quality, governance, and the unpredictable long-term costs of AI, even as pilot programs show encouraging productivity gains.

For some, it’s a game-changer; for others, the costs raise tough questions. As this technology evolves, states are laying the groundwork, balancing ambition with the responsibility of getting it right. The stakes? Nothing less than transforming how governments serve their people.

Abe Winter’s story is a poignant reminder of something we can’t forget. As a well-known sportswriter in North Dakota, he shaped the narrative of local sports from the 1970s to the 1990s. Yet, behind his public persona lies a painful past. Born to Jewish parents in Poland, Abe grew up unaware of the loss that marked his family’s history during the Holocaust. International Holocaust Remembrance Day passed yesterday; in honor of it, Jim Shaw wrote a column sharing Mr. Winter’s story. It’s worth reading.

North Dakota state Rep. Jason Dockter recently faced a misdemeanor conviction linked to a conflict of interest regarding votes that financially benefited him. This situation has sparked conversations among lawmakers about the ethical boundaries within their ranks. In response, legislative leaders have proposed House Bill 1505, which aims to grant immunity to lawmakers from prosecution, provided they disclose personal interests. While this move seeks to balance legal protection with accountability, it raises questions about the adequacy of current disclosure practices.

Rob Port unpacks the full story for you at Inforum.com. The bill details can be found below.

HB 1505

Traffic cameras spark debates across the nation—praised for saving lives but criticized for their fairness and effectiveness. In states like New York, they’ve proven their worth, cutting speeding and crashes in school zones. Yet in North Dakota, where no laws permit their use, these tools remain absent. As other states wrestle with their role in reducing speed-related fatalities, North Dakota’s roads rely on traditional enforcement and community responsibility. Are we missing an opportunity—or dodging controversy?

North Dakota lawmakers are revisiting term limits approved by voters in 2022, addressing a key “gray area” in the constitutional measure. House Bill 1300, passed 64-28 in the House, adjusts how term limits are calculated, allowing legislators elected in 2020 to serve through 2032. The bill essentially extends some lawmakers’ terms beyond the eight-year limit set by voters, drawing mixed reactions. As the debate shifts to the Senate, the balance between voter intent and legislative clarity takes center stage.

North Dakota lawmakers gathered Saturday at the State Fair Center in Minot for a legislative forum, addressing questions about the ongoing session and a range of proposed bills. Senate Majority Leader David Hogue reported that 990 bills have already been introduced, with a focus on utilizing a budget surplus to provide tax relief. Discussion also centered on property tax reform and several contentious bills related to education and social work ethics. As the session unfolds, attendees are looking closely at how these developments could impact their communities.

On Monday, the North Dakota House of Representatives moved forward with House Bill 1244, which proposes a $1,000 tax credit for each homeschooled child. While the bill garnered a significant 65-27 vote, it also raises questions about its beneficiaries, particularly for lower-income families who may not pay state income tax. With 5,602 children homeschooled in the state last year, lawmakers are debating whether this credit will effectively support all families or mainly aid those with higher incomes.

HB 1244

A BILL for an Act to create and enact a new section to chapter 57-38 and a new subdivision to subsection 7 of section 57-38-30.3 of the North Dakota Century Code, relating to a home education income tax credit for qualified educational expenses; and to provide an effective date.

On a Moment Many Will Always Remember

“The crew of the space shuttle Challenger honoured us by the manner in which they lived their lives. We will never forget them, nor the last time we saw them, this morning, as they prepared for the journey and waved goodbye and ‘slipped the surly bonds of earth’ to ‘touch the face of God.'”
