According to the Iowa law, if 25 per cent of the number of voters participating in the previous election, petition the commission for an election for any particular commissioner or city official, who is elected, it shall be the duty of that body to order an election in such case. This has the tendency to cause the officials to do their duty and to pay more attention to the desire of the majority.
