The business of taxation works out to peculiar ends in our estimation. You see a fellow build a nice little home, and next to him is an unimproved unsightly lot. The assessor comes along and says: “We tax you so much on your house and improvements.” In other words the man who built the house is fined a good healthy sum annually for so doing. The fellow who owns the unsightly lot next to the house, lets it grow up to weeds, and waits for advance in price. Your house has added to the value of his lot.
